Regarding the 2009 Air France Rio-Paris crash, and according to the BEA investigation, it seemed to show a lack of training. But it now seems to be more complicated- it turns up that the elements of the report on the investigation were actually incomplete. The latest US National Intelligence Strategy Report was released last night. However, the Director of National Intelligence website was unserviceable for a few hours. The document is now made public and available at this address:
http://www.dni.gov/reports/2009_NIS.pdf
This report which is released every four years, is considered as a guide for the future US strategy, procurement policy, economic trend, threats, etc. It also points out major cyberpowers in the world i.e. China, Russia, Iran, and North Korea.
This is a quite interesting prospective summary of what the next US/global challenges are deemed to be. Financial and sanitary situations are examined as well as asymmetric threats and proliferation. A document that needs reading from everyone, actually.
The French Defense White Paper had already stressed threats from non-state actors, and for the first time, cyber warfare had been pointed out in an official document.
