<p style="text-align: justify;">While strolling down a street during the summer holidays, I stumbled upon a bar totally dedicated to pilots and aircraft in La Rochelle, France last summer. It was a bit busy on a sunny Saturday afternoon when I saw this sign « LES TÊTES BRÛLÉES » and a shield over the street corner on which I could make out a black sheep. Just above was an inverted-gull-shaped aircraft outline. The picture of a bull terrier on the awning could ring a bell too. This one wore sunglasses &#8211; there must be some fun in there, I mused. « Might it be Pappy Boyington&rsquo;s den? » I wondered.</p>
<p style="text-align: justify;">Some customers let us in and we were standing engrossed with the aviation world as if it were a dream. Flight suits and flight uniforms were hanging over tables. The bar &#8211; where laughter, grins and giggles are the norm &#8211; was surrounded with badges, aviation artifacts, aircraft and pilots photos up on the walls. There were aircraft models in a showcase, and several of them hanging all over the place. Some souvenirs were dedicated to naval aviation. It looked like a small &#8211; though dense &#8211; aviation hall of fame. There was a black sign above the bar featuring a short text in white letters, which said:</p>
<p style="text-align: center;">IN   WORLD   WAR  II ,</p>
<p style="text-align: center;">MARINE   CORPS   MAJOR</p>
<p style="text-align: center;">GREG   « PAPPY »   BOYINGTON</p>
<p style="text-align: center;">COMMANDED   A   SQUADRON</p>
<p style="text-align: center;">OF   FIGHTER   PILOTS ,   THEY</p>
<p style="text-align: center;">WERE   A   COLLECTION   OF</p>
<p style="text-align: center;">MISFITS   AND  SCREWBALLS</p>
<p style="text-align: center;">WHO   BECAME   THE   TERRORS</p>
<p style="text-align: center;">OF   THE   SOUTH   PACIFIC .</p>
<p style="text-align: center;">THEY   WERE   KNOWN   AS   THE</p>
<h4 style="text-align: center;">BLACK   SHEEP .</h4>
<p style="text-align: justify;">Sure, it rings a bell! This is the introductory text to the famous series « Baa Baa Black Sheep » about the brave VMA-214 pilots who operated from the Solomon Islands during the WW2, in the Pacific War. I could have heard the theme song from « The Whiffenpoof Song » turned into a drunk-voice, exhausted-though-happy chorus:</p>
<p style="text-align: center;">WE ARE POOR LITTLE LAMBS,</p>
<p style="text-align: center;">WHO HAVE LOST OUR WAY.</p>
<p style="text-align: center;">BAA! BAA! BAA!</p>
<p>Click off and listen:</p>
<p><center><iframe src="https://www.youtube.com/embed/mDw-b6zCQu8?list=RDmDw-b6zCQu8" width="280" height="157" frameborder="0" allowfullscreen="allowfullscreen"></iframe></center></p>
<p style="text-align: justify;"><img decoding="async" class="alignleft size-full wp-image-10200" src="/wp-content/uploads/2015/10/2015_blacksheep_2.jpg" alt="AVIATORS PUB" width="400" height="300" srcset="https://airforces.fr/wp-content/uploads/2015/10/2015_blacksheep_2.jpg 400w, https://airforces.fr/wp-content/uploads/2015/10/2015_blacksheep_2-300x225.jpg 300w, https://airforces.fr/wp-content/uploads/2015/10/2015_blacksheep_2-100x75.jpg 100w, https://airforces.fr/wp-content/uploads/2015/10/2015_blacksheep_2-150x113.jpg 150w, https://airforces.fr/wp-content/uploads/2015/10/2015_blacksheep_2-200x150.jpg 200w" sizes="(max-width: 400px) 100vw, 400px" />The black sheep shield outside, the F4U Corsairs inside and this sign you cannot miss when you enter the pub make you breathe aviation history. Everything, even the lavatory walls covered with aviation slang graffiti, are very well in unison with the local atmosphere. Each conversation is focused on flying, pilots, aircraft, and of course fun!</p>
<p style="text-align: justify;">There is a sort of an alcove in the back room made up of genuine airplane seats, artifacts, stickers and photos. You can even drink aviation. Even though Les Têtes Brûlées is not a POL depot you can be served a Kerosene, a great cocktail always served with a grin from the waiters. Jérôme, the boss, seem to be widely known in the aviation community, far beyond La Rochelle. Whoever they are. Pilots, flight attendants, crew members, engineers, aerospace lovers, they all know the Black Sheep&rsquo;s den. Aviation geeks, this is a place where you have got to go for you can expect a nice welcome.</p>

<h2 style="text-align: center;">Why Vought F4U Corsair « WHISTLING DEATH »?</h2>
<p><iframe loading="lazy" src="https://www.youtube.com/embed/IBUKiKvl29Q" width="853" height="480" frameborder="0" allowfullscreen="allowfullscreen"></iframe></p>
<h3 style="text-align: justify;"><span style="text-decoration: underline;">EN FRANÇAIS</span>:</h3>
<p style="text-align: center;">PENDANT LA DEUXIEME GUERRE MONDIALE,</p>
<p style="text-align: center;">LE COMMANDANT DES MARINES</p>
<p style="text-align: center;">GREG « PAPPY » BOYINGTON ÉTAIT</p>
<p style="text-align: center;">À LA TÊTE D&rsquo;UNE ESCADRILLE</p>
<p style="text-align: center;">DE PILOTES DE CHASSE. CELLE-CI</p>
<p style="text-align: center;">ÉTAIT COMPOSÉE DE MARGINAUX</p>
<p style="text-align: center;">ET D&rsquo;AVENTURIERS QUI DEVINRENT</p>
<p style="text-align: center;">LES TERREURS DU PACIFIQUE SUD</p>
<p style="text-align: center;">ON LES CONNAISSAIT SOUS LE NOM</p>
<p style="text-align: center;">DE « BLACK SHEEP » (MOUTON(S) NOIR(S))</p>
<p style="text-align: center;">NOUS SOMMES DE PAUVRES PETITS AGNEAUX,</p>
<p style="text-align: center;">QUI SE SONT ÉGARÉS.</p>

<p style="text-align: justify;">The 5th ICAO Journal dates back to August 2013, and there is a chapter on Language Proficiency Requirements (LPR) in it. The Journal reviews ICAO’s LPRs and other recent initiatives developed, and reported during a technical seminar to support language proficiency in March 2013, and particularly English language testing among Member States.</p>
<p style="text-align: justify;">All the stakeholders were gathered at the seminar. Those who implement the safety-critical language provisions as mandated by Assembly Resolution A32-16 in 1998, and embodied in Annexes 1, 6, 10 and 11, as well as Doc 4444 — PANS-ATM have their work cut out for them!</p>
<p style="text-align: justify;">According to ICAO Convention, Annex 10, Vol.2, « If a pilot, and an air traffic controller don’t speak a common language, the default language is English. Additionally, the flight crew establishes the language to be used. »</p>
<p style="text-align: justify;">The seminar presented an ICAO speech sample training aid. This tool provides examples of ICAO levels 3, 4 &amp; 5. There was a discrepancy among the various ratings given to samples in a workshop. I know that the juries throughout the world have done some good work. However, candidates have already reported differences between juries within a fortnight. The ratings can vary up to almost two ICAO levels. Rating is difficult, and setting a test is difficult as well.</p>
<p style="text-align: justify;">We know now from the journal that EUROCONTROL is developing a Level 6 examination and that EASA (European Aviation Safety Agency) might establish a validity period of 9 years for Level 6.</p>
<p style="text-align: justify;">Another initiative is the launch of a new AELTS (Aviation English Language Test Service) website at <a title="AELTS - ICAO Language Proficiency" href="https://maintenance.icao.int/oops.html" target="_blank" rel="noopener noreferrer">https://www.icao.int/safety/OPS/OPS-Tools/Pages/AELTS.aspx</a> .</p>
<p style="text-align: justify;">The LPR seminar report is available here:</p>
<p style="text-align: justify;"><a href="https://maintenance.icao.int/oops.html#page=66">ICAO JOURNAL 2013 LPR</a></p>
<p style="text-align: justify;">Further information:</p>
<p style="text-align: justify;"><a href="https://maintenance.icao.int/oops.html#page=67">FEATURES AND BENEFITS OF ICAO&rsquo;S AVIATION ENGLISH LANGUAGE TEST SERVICE (AELTS)</a></p>
<p style="text-align: justify;"><a href="https://maintenance.icao.int/oops.html">Manual on the Implementation of ICAO Language Proficiency Requirements</a></p>
<p style="text-align: justify;">Latest news: The MCQ (Multiple Choice Questions) on the aeronautical documents test might be given up in 2014. Therefore, the FCL .055 D might be deleted. The FCL .055 tests VFR and IFR only would be left unchanged ie without the 15-minute MCQ test.</p>
<p style="text-align: justify;">Thanks to Thierry Hermas &#8211; English teacher at the French Air Force Academy (FAFA) &#8211; who passed the documents on.</p><div class="synved-social-container synved-social-container-share" style="text-align: right"><a class="synved-social-button synved-social-button-share synved-social-size-64 synved-social-resolution-single synved-social-provider-facebook nolightbox" data-provider="facebook" target="_blank" rel="nofollow" title="Share on Facebook" href="https://www.facebook.com/sharer.php?u=https%3A%2F%2Fairforces.fr%2F%3Fp%3D8082&#038;t=LANGUAGE%20CRITICAL%20TO%20AVIATION%20SAFETY&#038;s=100&#038;p&#091;url&#093;=https%3A%2F%2Fairforces.fr%2F%3Fp%3D8082&#038;p&#091;images&#093;&#091;0&#093;=https%3A%2F%2Fairforces.fr%2Fwp-content%2Fuploads%2F2021%2F04%2Fcours-anglais-aviation-toni-giacoia-1024x524.png&#038;p&#091;title&#093;=LANGUAGE%20CRITICAL%20TO%20AVIATION%20SAFETY" style="font-size: 0px;width:64px;height:64px;margin:0;margin-bottom:35px;margin-right:35px"><img loading="lazy" decoding="async" alt="Facebook" title="Share on Facebook" class="synved-share-image synved-social-image synved-social-image-share" width="64" height="64" style="display: inline;width:64px;height:64px;margin: 0;padding: 0;border: none;box-shadow: none" src="https://airforces.fr/wp-content/plugins/social-media-feather/synved-social/image/social/regular/128x128/facebook.png" /></a><a class="synved-social-button synved-social-button-share synved-social-size-64 synved-social-resolution-single synved-social-provider-twitter nolightbox" data-provider="twitter" target="_blank" rel="nofollow" title="Share on Twitter" href="https://twitter.com/share?url=https%3A%2F%2Fairforces.fr%2F%3Fp%3D8082&#038;text=via%20%40fclanglais" style="font-size: 0px;width:64px;height:64px;margin:0;margin-bottom:35px;margin-right:35px"><img loading="lazy" decoding="async" alt="twitter" title="Share on Twitter" class="synved-share-image synved-social-image synved-social-image-share" width="64" height="64" style="display: inline;width:64px;height:64px;margin: 0;padding: 0;border: none;box-shadow: none" src="https://airforces.fr/wp-content/plugins/social-media-feather/synved-social/image/social/regular/128x128/twitter.png" /></a><a class="synved-social-button synved-social-button-share synved-social-size-64 synved-social-resolution-single synved-social-provider-linkedin nolightbox" data-provider="linkedin" target="_blank" rel="nofollow" title="Share on Linkedin" href="https://www.linkedin.com/shareArticle?mini=true&#038;url=https%3A%2F%2Fairforces.fr%2F%3Fp%3D8082&#038;title=LANGUAGE%20CRITICAL%20TO%20AVIATION%20SAFETY" style="font-size: 0px;width:64px;height:64px;margin:0;margin-bottom:35px;margin-right:35px"><img loading="lazy" decoding="async" alt="linkedin" title="Share on Linkedin" class="synved-share-image synved-social-image synved-social-image-share" width="64" height="64" style="display: inline;width:64px;height:64px;margin: 0;padding: 0;border: none;box-shadow: none" src="https://airforces.fr/wp-content/plugins/social-media-feather/synved-social/image/social/regular/128x128/linkedin.png" /></a><a class="synved-social-button synved-social-button-share synved-social-size-64 synved-social-resolution-single synved-social-provider-mail nolightbox" data-provider="mail" rel="nofollow" title="Share by email" href="mailto:?subject=LANGUAGE%20CRITICAL%20TO%20AVIATION%20SAFETY&#038;body=via%20%40fclanglais:%20https%3A%2F%2Fairforces.fr%2F%3Fp%3D8082" style="font-size: 0px;width:64px;height:64px;margin:0;margin-bottom:35px"><img loading="lazy" decoding="async" alt="mail" title="Share by email" class="synved-share-image synved-social-image synved-social-image-share" width="64" height="64" style="display: inline;width:64px;height:64px;margin: 0;padding: 0;border: none;box-shadow: none" src="https://airforces.fr/wp-content/plugins/social-media-feather/synved-social/image/social/regular/128x128/mail.png" /></a></div><p>The post <a href="https://airforces.fr/2013/12/08/language-critical-to-aviation-safety/">LANGUAGE CRITICAL TO AVIATION SAFETY</a> appeared first on <a href="https://airforces.fr">AVIATION ENGLISH</a>.</p>
