<h3 class="wp-block-heading">En français &#8211; concernant l&rsquo;anglais aéronautique:</h3>



<p align="justify">On peut trouver à peu près tout sur l&rsquo;anglais aéronautique et la radiotéléphonie dans le DOC 9835 de l&rsquo;OACI. Sauf la phraséologie. En fait, mieux vaut lire les <a href="/2016/05/10/anglais-oaci/">DOC 9432 and 4444</a> à la place. Un autre document vaut la peine d&rsquo;être lu: les recommandations du Cir 323 &#8211; AN/185 de l&rsquo;OACI. C&rsquo;est l&rsquo;<a href="/tag/icaea/">ICAEA</a> qui a développé ces directives. Elles nous permettent de comprendre à quel point la formation en anglais aéronautique OACI est différente des formations TEFL ou TESOL (enseignement de l&rsquo;anglais comme seconde langue). <h3 class="wp-block-heading">In English &#8211; about aviation English:</h3>



<p align="justify">You can find basically everything about aviation English and radiotelephony throughout the ICAO DOC 9835. But phraseology. Indeed, you&rsquo;d better read <a href="/2016/05/10/anglais-oaci/">DOC 9432 and 4444</a> instead. Another document is worth reading: the guidelines of ICAO Cir 323 &#8211; AN/185. <a href="/tag/icaea/">ICAEA</a> developed these guidelines. They help us understand how different ICAO English training can be from TEFL or TESOL &#8211; Teaching English as a Foreign Language or Teaching English to Speakers of Other Languages. The experienced pilot &#8211; Clyde Romero &#8211; gives his advice. He helps us understand the challenge between pilots and air traffic controllers when it comes to voice communications. However, would it be possible to implement a large-scale standard aviation english teaching program?<br />
La célèbre chaîne radio Voice Of America vient de publier un entretien intéressant sur les communications vocales et l&rsquo;anglais de l&rsquo;aviation. Cette conversation est plutôt facile à écouter. Le pilote expérimenté, Clyde Romero, donne son avis. Il nous aide à comprendre le challenge entre pilotes et contrôleurs de la circulation aérienne lorsqu&rsquo;il s&rsquo;agit des communications vocales. <p style="text-align: justify;">Pour la seconde vidéo, on peut ajouter que si les niveaux de vol 55, 75 et 85 (pour les routes magnétiques vers l&rsquo;est) sont valables en VFR (régime de vol à vue), on devra emrunter en vol IFR (vol aux instruments) les niveaux de vol 50, 70, 80 et 90 par exemple. C&rsquo;est à dire qu&rsquo;en IFR on n&rsquo;utilise pas les niveaux de vol se terminant par 5 mais par 0 et cela est valable pour les routes magnétiques allant vers l&rsquo;ouest (FL 80, FL 90, etc). <strong>La règle semi-circulaire</strong> est utile aussi pour le module NRS (Navigation, Réglementation et Sécurité des vols) au <strong>BIA-CAEA</strong>. <p style="text-align: justify;">The 5th ICAO Journal dates back to August 2013, and there is a chapter on Language Proficiency Requirements (LPR) in it. The Journal reviews ICAO’s LPRs and other recent initiatives developed, and reported during a technical seminar to support language proficiency in March 2013, and particularly English language testing among Member States.</p>
<p style="text-align: justify;">All the stakeholders were gathered at the seminar. Those who implement the safety-critical language provisions as mandated by Assembly Resolution A32-16 in 1998, and embodied in Annexes 1, 6, 10 and 11, as well as Doc 4444 — PANS-ATM have their work cut out for them!</p>
<p style="text-align: justify;">According to ICAO Convention, Annex 10, Vol.2, « If a pilot, and an air traffic controller don’t speak a common language, the default language is English. Additionally, the flight crew establishes the language to be used. »</p>
<p style="text-align: justify;">The seminar presented an ICAO speech sample training aid. This tool provides examples of ICAO levels 3, 4 &amp; 5. There was a discrepancy among the various ratings given to samples in a workshop. I know that the juries throughout the world have done some good work. However, candidates have already reported differences between juries within a fortnight. The ratings can vary up to almost two ICAO levels. Rating is difficult, and setting a test is difficult as well.</p>
<p style="text-align: justify;">We know now from the journal that EUROCONTROL is developing a Level 6 examination and that EASA (European Aviation Safety Agency) might establish a validity period of 9 years for Level 6.</p>
<p style="text-align: justify;">Another initiative is the launch of a new AELTS (Aviation English Language Test Service) website at <a title="AELTS - ICAO Language Proficiency" href="https://maintenance.icao.int/oops.html" target="_blank" rel="noopener noreferrer">https://www.icao.int/safety/OPS/OPS-Tools/Pages/AELTS.aspx</a> .</p>

<p style="text-align: justify;"><span style="font-size: 14pt;">Aujourd&rsquo;hui samedi 30 mars 2013, les examens de radiotéléphonie aéronautique JAA/JAR FCL 1.200 et FCL 1.028 en France n&rsquo;ont plus que quelques jours à vivre comme vous pouvez le voir sur ce calendrier: <del datetime="2015-05-14T18:28:33+00:00">lien périmé</del>.</span></p>
<p style="text-align: justify;"><span style="font-size: 14pt;">Attention toutefois aux dates et aux centres car ce calendrier semble avoir subi déjà quelques modifications comme on peut le découvrir sur le calendrier du site d&rsquo;inscrition d&rsquo;<a title="OCEANE - inscriptions aux FCL .055" href="https://www.ecologie.gouv.fr/sites/default/files/documents/manuel_utilisateur_OCEANE.pdf" target="_blank" rel="noopener noreferrer">OCEANE</a>. A partir du 9 avril 2013, le FCL .055 D remplacera le FCL 1.200 avec un format similaire. Les FCL .055 VFR et IFR remplaceront les FCL 1.028 VFR et IFR.</span></p>
<p style="text-align: justify;"><span style="font-size: 14pt;">Des évolutions devraient arriver avec les FCL 1.055 pour les pilotes ou navigants sur avions et FCL 2.055 pour les pilotes d&rsquo;hélicoptères. 										<content:encoded><![CDATA[<p>74-year-old Jimmy Leeward, a movie stunt pilot was flying a P-51 Mustang called « Galloping Ghost » for the Reno Air Race yesterday September 16, 2011.</p>
<p>On the video you can see that shortly after lifting-up to reach the middle part of a loop, the aircraft dived towards the bleachers, and crashed very close to them. According to the news, 3 died, and 54 would have been injured, 12 of which in severe conditions. A Mayday emergency call would have been heard a few seconds before the accident.</p>
<p>The Reno Air Races have been cancelled even if the families insisted on letting the airshow go on. Some videos on the Internet show how violent the impact was. The area has been cordoned off as the <a href="https://www.ntsb.gov/Pages/home.aspx" title="National Transportation Safety Board">NTSB</a> is still investigating, as well as <a href="https://www.faa.gov" title="Federal Aviation Administration">FAA</a> officials were on the spot, and a mass-casualty situation has been reported.</p>
<p>Jimmy Leeward would have tried to dodge the bleachers as his P-51 was going down. The famous pilot would have saved hundreds of potential casualties before he died, according to this eyewitness account:</p>

<p style="text-align: justify;"><span style="font-size: 14pt;"><strong>CAUTION &#8211; There is not any exception for FL 100, and FL 200 according to the ICAO DOC 9432 Radiotelephony Manual, page 19, chapter 2.4.2, as it is pronounced « FLIGHT LEVEL ONE-ZERO-ZERO », and « FLIGHT LEVEL TWO-ZERO-ZERO ».<br /></strong> However, « Flight level one hundred » follows the French DGAC and the British CAA patterns.</span></p>

This prank is to cost the offenders a hefty fine &#8211; up to $11,000. Some pen-shaped laser pointers have been reported around a thousand times in the USA in 2011, and 2,836 incidents were reported last year.</span></p>
<p style="text-align: justify;"><span style="font-size: 14pt;">It may seem a harmless prank. However, when a laser pen user aims at an aircraft, it turns into a dangerous hazard as the laser light is reflected everywhere. When the beams re reflected into the pilots&rsquo; eyes, the can get blind, and cause a crash.</span></p>

										<content:encoded><![CDATA[<p>This is the brand new project being designed by EADS, and supported by Japan as well as the French DGAC (<em>Direction Générale de l&rsquo;Aviation Civile</em> &#8211; FAA or CAA equivalent). The European consortium has just unveiled its ZEHST project as the Paris Air Show 2011 is opening. ZEHST stands for Zero Emission Hypersonic Transportation.</p>
<p>This aircraft would be both a commercial airplane, and a rocket. It could cruise at « <strong>flight level 1056</strong> » i.e. 20 miles or 32 kilometers above the mean sea level&#8230; The ZEHST specifications feature a speed of Mach 4 but according to the video below, it might reach <strong>Mach 4.5</strong> i.e. 5,500 km/h or 3,000 kts through the stratosphere. It would use two independent turbojets for taking off, then it would gain speed thanks to two cryogenic rocket engines, finally two ramjets would propell the aircraft to hypersonic speeds.</p>
<p>The ZEHST is supposed to pollute far less than the Concorde as it would have a main cruise stage in the stratospheric layers, and according to EADS, its carbon footprint should be very low. There could between 60 and 100 passengers on board who could join Tokyo from Paris in 2.5 hours instead of 11.5, and New-York in 1.5 hours instead of 8! The prototype is expected to fly by 2020, and the first passengers might enjoy stratospheric flights around 2050.</p>

										<content:encoded><![CDATA[<p>The Indian DGCA (Directorate General of Civil Aviation) is getting through a major crisis &#8211; following a nose-wheel landing performed by an Indian pilot last January, investigators have found out a string of fraudulent grade sheets since late 2010.</p>
<p>Twenty-nine pilots have been arrested, and twelve other pilots have been held under arrest. However, the vast majority of the Indian pilots &#8211; around 8,000 &#8211; are deemed to be genuine pilots i.e. officially certified.</p>

<p>Depuis le <b>5 mars 2011</b>, <strong>tout pilote désireux de quitter l&rsquo;espace aérien français doit avoir validé les deux cases FCL 1.028 et FCL 1.200 (Cases XII et XIII) sur sa licence (FCL pour Flight Crew Licensing).</strong> Cependant ces exigences peuvent aller plus loin (lire les liens de la DGAC ci-dessous)</p>
<p>Certain pilotes étaient détenteurs de la <strong>QRI (Qualification de Radiotéléphonie Internationale)</strong> et ont bénéficié de la « loi du grand-père ». D&rsquo;autres ont passé une FCL 1.200 (FCL .055D) qui leur <b>a permis d&rsquo;incrémenter le niveau requis</b> pour le FCL 1.028 (<strong>FCL .055 IR ou VFR</strong>).</p>
<p>Désormais <strong>la qualification de radiotéléphonie en langue anglaise</strong> (QRI ou FCL 1.200 en VFR ou IFR) ne suffit plus. Il faut justifier <strong>au minimum du niveau 4 OACI</strong> (Organisation de l&rsquo;Aviation Civile Internationale ou ICAO en anglais) à l&rsquo;examen FCL .055 qui est une qualification <b>différente</b> (en langue anglaise principalement) du FCL .055D de la DGAC (qui est un examen de RTF &#8211; radiotéléphonie).</p>
<p>Il faut d&rsquo;abord présenter le FCL .055D pour la DGAC (pas obligatoire pour d&rsquo;autres organismes examinateurs) puis ensuite à échéance de votre compétence linguistique (sauf pour ceux qui ont obtenu le niveau 6),  l&rsquo;examen FCL .055 ordinaire (sans QCM de compréhension de documents issus de l&rsquo;aéronautique). Pour l&rsquo;instant, les formats de ces deux examens se ressemblent si ce n&rsquo;est que l&rsquo;épreuve écrite fait partie du FCL .055D mais pas du FCL .055.</p>
<p>Avoir une bonne moyenne ne suffit pas: c&rsquo;est<b> la note la plus basse</b> des sept compétences évaluées <b>qui est retenue</b>. Autrement dit, il faut être au mieux bon en tout et au pire mauvais dans aucune des compétences suivantes:</p>

<li><strong>Prononciation</strong></li>
<li><strong>Débit, aisance à l&rsquo;oral</strong></li>
<li><strong>Structures, constructions grammaticales à l&rsquo;oral</strong></li>
<li><strong>Vocabulaire, Champs lexical à l&rsquo;oral</strong></li>
<li><strong>Interaction</strong></li>
<li><strong>Compréhension écrite</strong> (QCM, uniquement pour le FCL 1.200)</li>
</ul>
<p>On peut trouver de nombreuses informations sur des forums mais il y a un risque d&rsquo;interprétation voire d&rsquo;erreur et il vaut mieux prendre les informations à jour et à la source, c&rsquo;est à dire sur ces liens de la DGAC (certains devraient de nouveau être mis à jour):</p>

<p>Il est important également d&rsquo;acquérir le <strong>document ICAO PANS-RAC DOC 4444</strong> ainsi que le <strong>manuel de radiotéléphonie</strong> (<em><strong>Manual of Radiotelephony</strong></em> &#8211; <strong>Doc 9432</strong>). 										<content:encoded><![CDATA[<p>A Boeing 737-300 has recently been forced to perform an emergency landing after an explosive depressurization due to a rather big hole in its fuselage. Reports suggested that some MRO (Maintenance; Repair; and Overhaul) operations had been outsourced to El Salvador, and might have caused such an accident.</p>
<p>However, the NTSB (National Transportation Safety Board) said that the last heavy « C » check &#8211; the last major MRO operation on the aircraft &#8211; was performed at the Dallas Southwest maintenance facilities in March 2010.</p>
<p>The TWU (Transport Workers Union) has condemned the use of aircraft repair stations outside the USA, calling on Congress and the Federal Aviation Administration to toughen the FAA&rsquo;s oversight &#8211; Watch the video:</p>

										<content:encoded><![CDATA[<p>A Southwest Airlines Boeing 737-3H4 had been forced to make an emergency landing less than two years ago. Another B-737-3H4 has just had a 6&prime; hole in its fuselage during a flight causing sudden decompression, and emergency landing.</p>
<p>The NTSB is leading an investigation into exactly what happened to this Southwest Airlines flight &#8211; a 737 which had a hole come open during a flight from Phoenix to Sacramento at FL 360 (altitude: 36,000 feet that is to say almost 11 kilometers high). It was a harrowing experience for the passengers and the crew members. Watch the video:</p>
